Trail of Hope Horse Rescue & Rehabilitation Center in Sedalia, Colorado wants you to know the proper process for reporting abused or neglected horses. 

Although we do not have the authority to investigate cruelty complaints or seize horses, we will do our best to help you get something done.

Report Suspected Animal Abuse or Neglect

The following information is copied directly from the website for the Colorado Department of Agriculture, Bureau of Animal Protection.

Filing an animal cruelty or neglect complaint:

1. Individuals who have concerns about animals that are possibly suffering from cruelty or neglect, can file a complaint with their local law enforcement and the Colorado Department of Agriculture Bureau of Animal Protection (BAP). Complaints can be given via e-mail, telephone or letter.

2. Complainants must provide their name, phone number and a detailed description of the issue, which includes the species of the animal(s), location, owner of the animals, etc.

3. An officer with the Bureau will follow up by contacting a commissioned officer and/or the county sheriff's office in the proper jurisdiction. The Bureau works closely with local authorities to research complaints and any possible investigation that might ensue. Many of the BAP commissioned officers in Colorado are employees of local animal shelters, humane societies and law enforcement organizations.

4. Depending on the information gathered at the local level, state officials of the Bureau often become involved upon the request of local law enforcement authorities. At this time, there are two BAP officers at the state level, whose focus is cases involving large livestock such as horses and cattle, but complaints involving all species of animals are researched. State BAP officials can lead investigations, but most cases involve local authorities as the lead investigative agency. Only law enforcement and district attorneys can file criminal cruelty and/or neglect charges against an individual.

5. Officers with the Bureau cannot comment on a case until the investigation is completed, especially if there is a possibility of pending litigation.
